  • Council to consider changes to Neosho golf course budget

  • Tonight, the Neosho City Council will vote on first reading to adjust the budget for fiscal year 2013 to reflect the upcoming change from contractor managed to city-run services at the Neosho Municipal Golf Course.
    The council meets at 7 p.m. this evening at the Neosho City Hall Council Chambers, 203 E. Main St.
    The budget adjustments include the addition of $54,000 for employee salaries, $75,000 for part-time employee wages, $600 for cell phone allowance, $9,899.10 for social security, $5,004.80 for employee retirement, $9,150 for health insurance, and $4,179.62 for workers compensation.
    The adjustments also include the subtraction of $116,666.67 for the remainder of the contract with current golf course manager Justin Beck, who gave his 90-day notice Nov. 16.
    The budget adjustment also includes the transfer of $7,175 into the golf course budget from the general fund.
    The transition is expected to take place over the next two months.
    Council members gave Troy Royer, Neosho city manager, the OK to pursue a city-run operation in the Dec. 4 council meeting.
    Royer said the change would allow the city more control at the 18-hole golf course.
    “I think we would have better control over the employees and what’s going on out there than we do now,” Royer said.
    This wasn’t the first time the council had considered the idea of a city-run course. Royer presented the idea to council in August during budget talks, at which time the council had opted to stick with contracted management.
    The council is also expected to vote on final reading on an amendment to downsize the Parks, Recreation and Golf Course Board from a nine to seven member board, following the board having difficulty reaching a quorum at meetings.
    If the amendment is approved, the board will be at capacity, while currently with a nine-member board there are two empty seats.
    Also on the agenda for this evening:
    • Council will consider on first reading an adjustment to the information technology budget, to decrease the amount spent on professional IT services and allow for the hire of an in-house junior IT employee. Council approval would decrease the amount spent on services by $30,200 and add $34,202.50 for salary, cell phone allowance, social security, retirement, health insurance and workers compensation for the junior IT employee.
    • Consider an agreement with Stafford Fencing, for the construction of a 1,400-foot chain link security fence at the new Public Works facility on Nelson Drive. The council approved Stafford’s bid of $24,878 in their Dec. 4 meeting. 
    • Consider approval of a change order for David E. Ross Construction Company regarding the water treatment plant and pumping improvements. The $6,713.78 difference covers three issues found once the project was underway, including: the installation of four air release valves on four filter back lines, totaling $3,991.78; the replacement of a broken turbidity display on filter one, for $736; and the installation of three spool pieces to connect the pumps to the checks valves which were a different bolt pattern, at a cost of $1,986. That brings the total contract to $4,533,103.12.
    Page 2 of 2 - • Consider the renewal of an annual maintenance agreement with Blue Valley Public Safety for the city’s outdoor warning sirens. The cost of the agreement is $5,064.
    • Announce vacancies that exist on the airport industrial development board; board of adjustments/zoning; board of appeals; economic development sales tax committee; historic district commission; parks, recreation and golf course board (only if the ordinance to downsize the board is not approved); and the planning and zoning commission.
