  • Council to consider rezoning request

  • Tonight, the Neosho City Council will consider on first reading a request to rezone property at 735 East McKinney Street to C-3, commercial business district.

  • Tonight, the Neosho City Council will consider on first reading a request to rezone property at 735 East McKinney Street to C-3, commercial business district.
    Council meets at 7 p.m. this evening in council chambers, 203 E. Main St.
    According to the council packet, Don McCleary petitioned the City of Neosho to rezone the property, which is currently zoned as C-1, retail business district, to be able to open a small food market in that location.
    The request went before the Planning and Zoning Commission on May 6, and it is the recommendation of that commission that council vote to approve McCleary's request.
    According to information in the planning and zoning packet from that meeting, the city received an application for a business license in March 2013 from a small food market hoping to open in that location.
    However, that application was denied based on the C-1 zoning classification.
    According to the packet, McCleary wants the property rezoned so that it can be used as a food market, restaurant or small convenience store, all of which the property has formerly operated as.
    City staff noted in their recommendation that the city's Future Land Use Map shows the property at 735 E. McKinney, as well as all surrounding properties, as a commercial area.
    The recommendation also notes that there are two C-3 businesses located across the street from the property in question.
    A hearing was held May 6, and no one attended to voice opposition to the zoning change.
    In other business:
    • Council is also expected to consider on first reading a request for annexation from Trinity Learning Center, located at 19937 Quapaw Lane. The Planning and Zoning Commission voted to recommend that council approve the request in their May 6 meeting, after no one showed up to voice opposition to the annexation. The property would be zoned C-3, commercial business district.
    • Council members will vote on a contract between the City of Neosho and Waste Corporation of America, for trash services for the city. Council voted May 7 to award the city's trash service bid to current provider WCA.
    • Council members will consider, on first reading, a budget amendment, to allow the city to pay a past due Empire Electric bill from April 2004. The $37,013.77 bill will be split between the general, parks, fire, golf, filtration, wastewater and streets funds.
    • Council will also consider on first reading a budget amendment to allow for the installation of fence around new filters at the Neosho swimming pool. The $1,783.40 would come from leftover settlement money the city received from the pool house fire. There is currently $12,088.34 left from that settlement.
    • Council will consider, on first reading, a $200 budget adjustment for the development fund, to cover the costs of small repairs made on two vehicles used for inspections. One of those vehicles is also used for animal control.
    Page 2 of 2 - • Council members are set to consider several bids, including; Triple R Recycling L.L.C. for collection of plastic bags, electronics/e-waste, ink cartridges and rechargeable batteries at the Neosho Recycling Center; March Industries, Inc. for the purchase or disposal of cardboard, mixed paper, newspaper, magazines, phone books, books, white paper ledger, office waste, and plastic at the Neosho Recycling Center; a $7,279 bid from GreensPro for chemicals needed annually for golf course maintenance; and $31,920 for 10 1-1/2 inch, 40 2 inch and two 4 inch meters from HD Supply.
    • Council is set to consider, on final reading, an amendment to the state block grant agreement between the City of Neosho and the Missouri Highway and Transportation Commission, increasing funding and the project timeline for the lighting project at the Neosho airport.
    • Council will announce vacancies that exist on the airport industrial development board; board of adjustments/zoning; economic development sales tax committee; parks, recreation and golf course board, the planning and zoning commission, and the Neosho-Newton County Library Board.
    One letter of interest has been received for the single vacancy on the planning and zoning commission, while one letter has also been received to fill one of two seats on the Neosho-Newton County Library Board.
