A Neosho citizen has leveled charges that a Neosho City Council member stepped outside the bounds of his authority in dealing with personnel matters, violating both city charter and city code.
Citing an email sent by former city manager Troy Royer on Nov. 22, a week before Royer left that post after a special closed session council meeting, T.J. Angel went before council two weeks ago to express concerns that Royer cited "council interference" as the reason he could no longer work for the current council, and he pointed to councilman Richard Davidson as the source that interference. And Angel intimated that the remainder of council goes along with Davidson.
