It must be terribly frustrating to be the President.  You come to office with such hopes and dreams, but the obstacles to overcome are enormous. 
First you have to convince a majority of the 435 house members and 60 percent of the 100 senators to embrace your ideas.  And even if you are lucky enough to have your party control both houses of Congress (a rather rare event), you may find many of these people are more interested in how any given legislation affects their constituents and hence their personal reelection chances than they are in what is best for the nation as a whole.
